Opencart 2 Migration tool gives error

I have followed exact steps to do the migration from oc-2031 to arastta but when I do the upload I get this error-see image. I also get error when I do import in phpmyadmin, so how does a user upload data after all ?

    I tried to migrate from versions 2.0.2.0, 2.0.3.1 and 2.1.0.1 but results are same, this migrate module is not working, how many times i asking for help, no answer.
