Newsletter mail not sending!

Having a mail issue. Orders are received via email incoming and outgoing no problems. Mail sent through the CONTACT US link reports as sent to store owner, but never is. Also no newsletters are sent it just seems to hang after send btn is pressed? Don't have any errors msgs or logs. Looking for suggestions where I should start to look please. Thank You.

Which email handling type do you use? SMTP, PHP Mail, Send Mail?

What happens if you downgrade PHP to version 5.6?
PHP 7 is great, but probably isn't all ready for it yet (template/extensions etc), so I think I would hold the horses for a while.

Which template do you use btw? Please test with default if you are using any other.

Changed PHP to version 5.6.26 (problem still exists)
Using Second template (problem still exists)

You may try PHP Mail as protocol, SMTP is not so easy to setup. There is an issue fixed for Marketing emails:
