Is there a way to designate low orders differently between customer groups say between retail and wholesale?

    OK, let me reask this- Low Order Fees? Set to a group or to a customer. Is this possible?

    First of I recommend installing and testing the system, to better see what it can do and not.

    A low order fee total module is indeed included, but it doesn't have any setting for customer groups by default. But it would be quite easy to clone it, and add this setting. Per customer would require some more work, as the setting then should be on the customer, but possible.

    Both could anyway also be done with a VQmod/OCmod.

    Btw! The included low order fee is triggered by the order totale, so you might want to change that trigger to.

    By coding it yourself, or hiring someone to code.
    Unless you find a extension already doing this.
