Nvm. I found it. Blond moment.

So things seem to be ok on the store front area, but in the admin area they end up screwy.

I created an option with 16 choices with variable prices and weights.
I have the option used twice on the same product.

Box (1)
Box (2)

Both boxes are the same option with same variables.
Customer has to pick a selection from box (1) and another selection from box (2).
Selections can be the same or different.

All works as it should in the store front.

But in the admin area, when I go to the option box (1) in the product, the options are listed and sorted properly.
When I go to box (2) in the product, the options are not sorted properly. The bottom 8 options appear above the top 8 options.
Completely out of order. Not sure why 2 identical options appear so differently.
