So I created a sub store to my original store which is a completely different installation.
I have everything setup and I removed the shipping for each item as there is now shipping required for these products.
And I have "Cash on Delivery" payment module selected and enabled.
But when I attempt a sale, it tells me "No Payment Options Available...." and then it quickly refreshes the page back to the billing address.
I have added more payment options but the same message keeps coming up and I can't seem to figure out what wrong at this point.

    I also had these items first setup for recurring payments, and removed them to see if that was the cause but still the same message.
