Merge vQmod - OCmod

Create a single platform that handles both XML files. Maybe improve vQmod so that it reads OCmod files too and implement it into the core.

I think OCMod should be abandoned in favor of vQmod.

I agree. OCMod doesn't bring anything to the table that VQMod doesn't already do just as well, if not better

Modification system has been refactored. Now it includes all vQmod + OCmod features under a single system. https://github.com/arastta/arastta/pull/91
